Both measures drew bipartisan support during a hearing Tuesday in the Assembly Way and Means Committee.\u00a0<\/p><p class=\"mb-4 text-lg md:leading-8 break-words\">One bill \u2014\u00a0<a class=\"link \" href=\"https:\/\/docs.legis.wisconsin.gov\/2025\/related\/proposals\/ab17\" target=\"_blank\" rel=\"nofollow noopener\" data-ylk=\"slk:AB 17;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"20\" data-v9y=\"1\">AB 17<\/a>\u00a0\u2014 would provide a tax credit to businesses that make the transition to a model that gives employees a stake. The credit would cover 70% of the costs for converting a business to a worker-owned cooperative or 50% of the costs for converting the business to an employee stock ownership plan. businesses considering switching because the conversion process can be complicated and expensive.<\/p><p class=\"mb-4 text-lg md:leading-8 break-words\">According to\u00a0<a class=\"link \" href=\"https:\/\/www.nceo.org\/what-is-employee-ownership\/comparison-of-forms-of-employee-ownership\" target=\"_blank\" rel=\"nofollow noopener\" data-ylk=\"slk:the National Center for Employee Ownership;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"22\" data-v9y=\"1\">the National Center for Employee Ownership<\/a>, a transition to a worker-owned model can initially cost between $10,000 and $30,000. Converting to an employee stock ownership plan can generally cost between $100,000 and $300,000, with ongoing costs of $20,000 to $30,000 a year.<\/p><p class=\"mb-4 text-lg md:leading-8 break-words\">Several Wisconsinites who have benefited from making the switch testified in favor of the bill.\u00a0<\/p><p class=\"mb-4 text-lg md:leading-8 break-words\">John Dally, a veterinarian, said it would provide \u201ccritical support\u201d for cooperatives in Wisconsin.
