Wisconsin Steering Committee<\/cite>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/blockquote>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1aa2005c elementor-widget elementor-widget-text-editor\" data-id=\"1aa2005c\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>\u201cIt\u2019s a good investment that works out for Wisconsin, helps our economic development, gets more people interested in coming here, and it\u2019s an investment worth making,\u201d Evers wrote in a statement about the proposal.<\/p><p>A<a href=\"https:\/\/docs.legis.wisconsin.gov\/2025\/proposals\/sb231\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a0similar bill<\/a>\u00a0with bipartisan support was recently introduced by state lawmakers.<\/p><p>Action! Wisconsin, a statewide coalition of filmmakers and producers, supports the measures.<\/p><p>\u201cAny studio or production company, their No. 1 factor in deciding where to film is what is the tax incentive program,\u201d said Jeffrey Kurz, a member of the group.<\/p><p>Wisconsin had an incentive program in the past. But the\u00a0<a href=\"https:\/\/www.wpr.org\/news\/wisconsin-bill-revive-tax-incentives-film-tv-industry\" target=\"_blank\" rel=\"noreferrer noopener\">program was discontinued in 2013, five years after it was put in place.<\/a><\/p><p>Kurt Ravenwood, the producer of the independent comedy\u00a0<a href=\"https:\/\/wisconsinlife.org\/story\/hundreds-of-beavers\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cHundreds of Beavers\u201d<\/a>\u00a0said he would like to see more production in the state.<\/p><p>\u201cWe need the tax credits to bring those people here,\u201d Ravenwood said. \u201cAnd then it\u2019s great because they\u2019re coming in, and they\u2019re spending all the money that you spend on a shoot, which trickles over to hotels and restaurants and bars.\u201d<\/p><p>Ravenwood has been pitching production companies to come to Wisconsin. But he said it has been a difficult ask with no film tax incentive program in the state.<\/p><p>\u201cI would just love to shoot in my own backyard,\u201d he said. \u201cI\u2019d love to be near my family when I\u2019m making movies.\u201d<\/p><p><a href=\"https:\/\/www.wpr.org\/food\/top-chef-filming-milwaukee-will-highlight-citys-exploding-food-scene\" target=\"_blank\" rel=\"noreferrer noopener\">Milwaukee was recently the filming location<\/a>\u00a0of the popular cooking show \u201cTop Chef.\u201d\u00a0<a href=\"https:\/\/www.actionwi.org\/?p=2036\" target=\"_blank\" rel=\"noreferrer noopener\">According to a statement from Action! Wisconsin,<\/a>\u00a0the crew\u2019s two-month stay resulted in hotel night stays generating nearly $4 million.\u00a0<\/p><p>Kurz said the film crew for \u201cA Cherry Pie Christmas,\u201d which was shot in Door County recently, spent $600,000 in the area during the three weeks of production.<\/p><p>\u201cIt really represents an economic growth opportunity for the state that really doesn\u2019t exist right now,\u201d Kurz said.<\/p><p><a href=\"https:\/\/www.o-spi.com\/projects\/georgia-incentive-economic-impact-assessment\" target=\"_blank\" rel=\"noreferrer noopener\">A 2023 study in Georgia<\/a>\u00a0found for every $1 invested in film and television incentives in the state, there was $6.30 of economic benefit.<\/p><p>Illinois brought in $653 million in film production revenue in 2024, along with estimated wages of $351 million and 18,200 estimated industry jobs,\u00a0<a href=\"https:\/\/dceo.illinois.gov\/whyillinois\/film\/media.html\" target=\"_blank\" rel=\"noreferrer noopener\">according to the the Illinois Department of Commerce and Economic Opportunity<\/a><a href=\"https:\/\/www.illinois.gov\/news\/press-release.26207.html#:~:text=CHICAGO%20%E2%80%94%20Governor%20JB%20Pritzker%2C%20the,pre%2Dpandemic%20record%20in%202019.\">.<\/a><\/p><p>Supporters of the incentives in Wisconsin argue an incentive program will help keep talent in the state. Tim Schwagel, a filmmaker from Eau Claire, said he knows filmmakers who have left Wisconsin for better opportunities elsewhere.<\/p><p>\u201cBecause there\u2019s nothing going on here, and it\u2019s pretty much impossible to make a proper living doing any kind of narrative film in the state,\u201d Schwagel said.<\/p><p>Kurz said about 500 film students graduate from the University of Wisconsin \u2014 Milwaukee every year.\u00a0<\/p><p>\u201cSo we have a ready workforce to be able to work on movies and television series, but because there aren\u2019t the opportunities that exist in other states, they\u2019re going to be going elsewhere to where they can live and work and pay taxes, and we want to stop the brain drain,\u201d Kurz said.<\/p><p>Evers\u2019 budget proposal calls for the creation of the state Office of Film and Creative Industries, which would \u201cprovide centralized support and drive economic growth in Wisconsin\u2019s film and creative sectors,\u201d according to his budget proposal.<\/p><p>The state bill calls for the creation of a \u201cState Film Office.\u201d\u00a0<\/p><p>Evers\u2019 proposal calls for a 25 percent tax credit for salaries and wages for film production services and a 25 percent tax credit for production costs.\u00a0<\/p><p>\u201cThe governor remains hopeful that Republican lawmakers on the state\u2019s budget committee will pass his budget proposal, and that there will be bipartisan support on this important work this legislative session,\u201d a spokesperson for the governor said.<\/p><p>The bipartisan bill calls for a 30 percent tax credit for salaries and wages for employees for film production services and a 30 percent tax credit for production costs.<\/p><p>Both the bill and the budget proposal would cap the credits at $10 million a year.<\/p><p>Wisconsin Rep. David Armstrong, R-Rice Lake, the bill\u2019s co-author, said the 30 percent tax credit was selected to stay in line with other states\u2019 programs.<\/p><p>\u201cIf we want to be in like the top eight or so states in the country, we had to be at that 30 percent,\u201d Armstrong said.<\/p><p>Armstrong said he\u2019s not confident the Legislature\u2019s Joint Finance Committee will pass the governor\u2019s proposal. Rep.
